Green Arrow #23 doesnt just lead into the climaxit fuels it. By amplifying backstory, raising lifeordeath stakes for Benitez, and drenching every beat in an atmosphere of impending doom, this penultimate issue is the perfect setup for issue #24. This series continues to tell a hard hitting, grounded story that is illustrated excellently. I've not heard of Montos before this book. But my word, his paneling and sense of procession is very very good. He approaches it like a cinematopher with great lighting and angles. This issue is action heavy and serves as a crescendo for the story. Chris condon gets this character and his mindset as he fights.

A pretty good penultimate issue for this arc. Something I have yet to mention in my reviews of this arc is the political & social commentary Condon has been doing. I think it's been one of my favorite aspects throughout the storyline, and I hope it's something that continues across Condon's run. I'm looking forward to seeing how everything wraps up in the next issue.

I’m in the minority, it seems, but once again this team delivers an issue with too much overblown dialogue and very little in the way of great storytelling. Instead, we get page after page of Ollie beating up on Freshwater Killer zealots and their leader. It’s taken 6 issues so far to tell a story that could’ve easily been compressed into 4.
