Gotham comes to Catwoman in the form of the Penguin, fresh from his most recent tussle with Batman, and he's not just looking to horn in on Selina's new scheme; he comes bearing hot goss about everything-and everyone-Selina tried to leave behind. I wouldn't give this volume a 10 or anything close to it. Jones' art is great as usual, just the storytelling is SO SLOW! There's never been a clear statement to who Creel is or what she's looking for and why Catwoman needs her arrested so bad.
