Sep 21, 2013In the end, if I were considering Powers Bureau #7 solely on its own merits, I might score it a bit higher than I have; but as an indicator of whether this once-great series is moving out of its somewhat confused fog, and into something as fresh and worthwhile as its initial incarnation, I'd say the jury's still out.
