Microchip saves Frank from death at the hands of a Japanese billionaire's huge bodyguard, Sijo, while surveiling a meeting involving the two billionares. One of the billionares is revealed to be the Skid-Row Slasher when he & Sijo target Frank's homeless informant, Quentin.
