During Lera's very first appearance as the new Plague Doctor during the grand opening of the Golden Dragon casino, armed men dressed up as the Citizen's followers shoot up the crowd along with the casino's owner, Vitaliy Plahov. Unsurprisingly, Plague Doctor gets all the blame for the massacre. Razumovsky swears his innocence to Lera and points her to the city's governor, Nikolay Kammeny.
